I&D has worked on the purchase of several satellites launched by Egyptian entities. The work included frequency allocation from the International Telecommunication Union, and the satellite purchase contract which includes considerations related to the bus, payload, and the ground station.

Finally, I&D was involved in the negotiations of the launch contracts. I&D also advised on many aspects of the operation of the satellites. Recently I&D has been involved in a tripartite agreement with a local operator of satellites and an international satellite operator and consultant to provide services internationally.

The tripartite arrangement is intended to provide a uniquely neutral cost-benefit analysis of satellites from the five main providers who are increasingly separated across political divides. The tripartite arrangement works with utmost neutrality between US, European, Russian, Chinese, and Japanese satellite manufacturers as well as rocket launchers. A recent development in the industry is the attempts of certain satellite operators to provide detection services to sovereign entities on a commercial basis. This raises political questions that are yet to be addressed. But what was at a time a purely sovereign activity, could be commercialized as is the case with certain private security companies.

LEO Satellite Constellations are increasingly becoming central in communication and in providing internet services to the world. Both LEO and satellites in geostationary orbit remain quite relevant in detection and remote sensing.

Akin to the Space Law is the data protection concerns that are raised by the communication and internet services that are provided by the satellites through the national gateways.

This brings the SLD in close cooperation with the Privacy and Data Protection Department.

This cooperation is useful in exploring various threats and options that are intrinsically linked to satellite services.
